The dissertation investigates causes and consequences of regional demographic change in the Netherlands and respective discourses among different stakeholders. Policy analysis of spatial planning strategies and concepts for managing population decline employs the example of the province of Groningen, in which many municipalities are already facing population decline. Research focuses on a paradigm shift in spatial planning: ending policies on spatial deconcentration of population, delegating planning decisions to the regional and local level and facilitating participatory planning and civic engagement. The study shows that uncertainty about the results of regional population projections has a significant impact on the perception of population decline as a challenge for spatial planning as well as on the discourse about related planning decisions.
