Through the development of informedpolicies and targeted investments, the objective of thisComoros urbanization review is to provide analytical supportto improve the living conditions of Comoros’ urbanpopulation, especially the poor living in informalsettlements and hazard prone areas. The review furtherbuttresses the implementation of the national developmentstrategy national accelerated growth and sustainabledevelopment strategy (SCA2D) 2018-2021 and Comoros emergingplan 2030. In its essence, it focuses on a set offoundations and variables considered necessary for Comorosto raise the standard and quality of urban life and itsenvironment, as well as strengthen models of localgovernance while advancing an agenda of urban resilience.The report recommends an opportunistic posture in workingtowards clarifying property rights based on commonprinciples to set the stage for a more ambitious land reform.
