The adequate representation of the population with migration background in the federal administration constitutes an increasingly important political objective of the Federal Government. Despite the importance of ethnic diversity, hardly any empirical research exists about employees with migration background in the federal administration.

The aim of the study is to provide – for the first time – a valid statistical data basis and a reliable tool for investigating the quota, the socio-demographic structure and the employment situation of employees with a migration background in the federal administration. Between December 2014 and October 2015, the staff of 24 federal authorities – including 13 federal ministries, the Federal Armed Forces and ten other supreme federal authorities – participated in a survey. The report documents the methodical approach of the study, as well as the results about the proportion of employees with migration background, their socio-demographic structure and their employment situation. Based on the results, the report formulates recommendations on possible improvements of the methodology and the content of the survey as well as on more general investigations about the intercultural competence of the federal administration.
